This flag is similar in concept to the EVW_DESCEND, except that it extends the scope of controls which can be navigated to via keyboard navigation commands to groups and controls that have a sibling relationship to the parentid. The effect is essentially the same as if instead of setting parentid to a particular group, you set it to the parent of that group (or the dialog ID), and set the EVW_DESCEND flag.
