Just curious if anyone has run Windows A-Shell/ATE on a new Copilot+ ARM-based machine.

I'd guess it will run fine in emulation, but you don't know until you try.

Like you, I suspect that it will run fine in emulation mode, as I don't think ATE uses anything too low-level or exotic. But I haven't tried it yet. And it's unclear what the advantage of an ARM-based machine will be, at least in emulation mode (which is likely to cancel any price/performance advantage), unless it's a matter of a particular kind of specialized hand-held device that only comes in ARM.
